The provider is responsible for your location. We do not have our own mechanism for determining. Every Monday we reset your geo position and at the same time we check your IP address to find your current location. If at this moment something wrong with your IP address - we can't guarantee correct region to you.
You can install the avatar from the social network only, by linking it to your account in the game. Unfortunately, you can not install the avatar separately. When you change avatar in the social network, it updates in the game automatically. However, it may take some time.
